It is supposed to bisect the knee. that allows for some variance because they do shift a little, but coming past the knee or showing thigh will get one snarked at.

Nope, not at all. I've seen a few guys wearing them at Heartland, but usually with stockings and pigtails, so that was ok. (for values of 'OK' that simply mean the application fit the full costume concept)
